Or perhaps it's simply a state of being very highly skilled with Pokemon, while not necessarily requiring badges or titles or things. Or of course, just a thing for NINTENDO TO MAKE MONEY!!!

Or of course, just a thing for NINTENDO TO MAKE MONEY!!! How would that make Game Freak (not Nintendo, Game Freak) any money? I don't see how you can make any cash on an ill-defined term unless you start wading into legal territory. I think it's just Game Freak being absolute shit at lore and world-building. Come to think of it, does anyone in the games ever even mention becoming a Pokemon Master? I thought it was just an anime thing.

Well, every ten year old that hears the term Pokemon Master and they're like "I wanna be one!" so they buy the games. But, otherwise what you said about building a world makes sense.
I found one game exammple, from Lance: When defeated "That’s it! I hate to admit it, but you are a Pokémon master!"

Speaking of which, why is it that the only Pokemon Masters mentioned are Lance and Wallace, and the rest are just referred to "THE POKEMON MASTER"? It's almost like they just don't care to talk about it.
