The twerps continue on their merry old way to Cyllage city when Ash and Pikachu hear a noise. No one else hears it though, so maybe he just imagined it, then Ash and Pikachu's stomach's rumble in a classically loud cartoony way. Suddenly Serena hears a much different noise. Why it's Wario! and he's driving by real fast on that ol' famous Wario ATV, nearly mowing the children down in his wake, and ending the anime at 816 episodes. Not too far behind is Officer Jenny and her Manectric also almost mowing down the twerps. The twerp realize that if Officer Jenny is chasing the guy, then the guy could be a wanted criminal, and it could be trouble. So, they decide to stay out of it, and let the proper authorities handle it while the continue on to Cyllage City.
Oh, wait... they decide to instead go and check it out, because it's time...
Officer Jenny continues her pursuit, and orders Wario to stop. Wario, who sounds like Dr. Robotnik, as you'd expect decides right here and now that a life of crime just doesn't pay and surrenders himself to the proper authorities.
Oh, wait again - he doesn't stop, and instead tells her to fuck off.
He commands his Pokémon, Diggersby, a giant rabbit with Mark Henry arms coming out of it's ears to use Mud Shot, and knocks over a tree to prevent Jenny from pursuing him further. However thanks to all the commotion he drops some of his "valuable merchandise", and crows over it with the cadence of a classic cartoon super villain.
The Twerp's chase is cut short when Clemont and his horrible cardio forces them to stop and receive an admonishment from Bonnie and Dedenne.
Fortunately Clemont's horrible body had enough sense to give out right next to Wario's Valuable Merchandise™ (coming soon to a Nintendo 3DS near you), and out crawls a giant bug, with a HUUUUUGE head. "Scatterbug, the Scatterdust Pokémon, when attacked by another Pokémon, Scatterbug scatters the black powder that covers it's body and regulates it's body temperature."
Scatterbug gives a demonstration of this as it weakly tries to scare off the Twerps, but they assure it that it has no need to be afraid, and it collapses. They rush it to the nearest Pokémon Center, after they leave Jenny rolls back over to where Wario dropped Scatterbug's cage, and growls after realizing it's gone.
Inside the Pokémon Center they hand it over to Nurse Joy, and her horrific blob Wigglytuff, according to Nurse Joy, it looks like Scatterbug doesn't come from these parts. She can tell this by barely looking at it because, as she gestures towards a giant screen above her, Vivillon have multiple different patterns on their wings depending on where they come from, and as such Scatterbug have slight differences as well. She's curious to know just where Ash got this Scatterbug, before he can answer though Officer Jenny lassos his arm and without due process or even any kind of evidence at all accuses him of working with Wario... I mean Doland, the Pokémon Smuggler. The Twerps explain their situation, and then Jenny realizes that she's fucked. They're going to file a lawsuit so large that she'll be out of a job by week's end, and being an Officer i the only thing she's breed to do.
Fortunately, Ash is willing to forgive the the unlawful actions of Jenny without much bribing, and suddenly the Pokémon Center charms go off, and everyone realizes that that must mean that Scatterbug is A-OK, because apparently Pokémon Centers only treat one Pokémon at a time, now.
Despite the likely sensitivity of the case, Jenny happily babbles to the Twerps all about what Pokémon Smugglers are, and do, and the whole nine. Apparently Pokémon Smugglers are people who steal Pokémon and sell them online to unscrupulous Pokémon collectors, as opposed to the scrupulous kind.
Doland specializes in Vivillon, and catches lots of Spewpa and Scatterbug to sell at premium prices. Hearing all of this get's Scatterbug restless and suddenly he starts glowing and evolves. "Spewpa, the Scatterdust Pokémon, when Spewpa is attacked, it scares it's enemies away by stiffening and spreading it's fur like wings." Bonnie who is excited to have seen a Pokémon evolve in front of her for the first time decide that she wants someone to teach her about evolution.
Ash takes the case, and explains "Evolution is when a Pokémon starts to glow super bright and transform like, BAM! and that's when everyone goes 'WOAH, that's awesome!"
Well Ash, you were in the ballpark.
Clemont, decides to explain it in a profoundly less stupid way, and explains the multiple ways Pokémon can evolve, like Scatterbug evolving into Spewpa and then into Vivillon when they reach a certain "level", and then he explains an alternative method like evolving Pikachu into Raichu with the use of a Thunderstone, which shows us to first and last instance of a Pikachu evolving into Raichu on screen ever.
As Clemont absorbs the adulation he then notices something in Spewpa's fur, that they couldn't see when it was a hairless Scatterbug apparently. With the use of Clemont's magnifying glass they discover that there's a Tracking device on Scatterbug, likely so Doland can hunt down any Pokémon that may have escaped.
They take this to assume that Doland may be close by, and Ash vows to get him if he is. Spewpa worried about it's friends hops on Ash's non-Pikachu occupied shoulder, I'm sure Serena would like to hop on Ash's shoulder... wait, that didn't make sense.
Anyway, Serena has a great idea, they'll let Doland take Spewpa back and follow him to his hideout using the tracker signal and all the Pokémon he has stolen, too. Serena assures Jenny that they have an inventor in the house and Clemont knows that's his cue, he happens to have the perfect invention in case they needed to follow a Pokémon Smuggler to his hideout using tracker signals today.
He calls it the "Omni Directional Super Sensitive Tracking Dish", Bonnie who's probably getting used to Clemont's terrible names declares that it's "better" this time, even though it's really not.
The ODSSTD memorizes the frequency of the tracking device and thus allows them to pinpoint Spewpa wherever it goes. Bonnie is concerned that since Doland dropped Scatterbug and Scatterbug evolved into Spewpa he might not take the bait, but since it's chip will be on Spewpa, Doland should figure it out without drowning in his own idiocy first.
Suddenly Serena becomes a conscientious objector to her own plan, it could be dangerous. Ash blithely announces that in that case he'll just be the decoy, because Doland is, as far as everybody in the room thinks, the dumbest man alive.
Well, if her man is going to put himself in danger then Serena decides that she wants to help, because Costume Design is what she does, even though we've never seen her do it before.
Serena gets Ash into his Spewpa costume, and the sheer brilliance of the plan falls to pieces as Ash is much to tall to pass for a real Spewpa, and can't fit in the cage, also I'm sure most Spewpa don't wear tennis shoes (might work if he was a Tangela, though). Serena's next plan is to have Dedenne do it (because apparently it's less dangerous for Dedenne), but it has the exact opposite problem of being too small. Clemont then volunteers Chespin, and it's the perfect size.
The twerps and Officer Jenny then stake out where the cage is still laying and wait for Doland, because this isn't totally dangerous or anything. In the time of a commercial break Doland manages to find the cage, but does note that for a Spewpa it looks and sounds strange. The strangest part probably being a Spewpa that says "Chespin", when it talks.
Doland drives off and Clemont's invention works fine until suddenly it doesn't and starts sparking up and finally explodes. Jenny then decides that she'll just have to follow him, something she probably should have been doing from the get-go. Ash in the meanwhile sends Fletchling to find a "vehicle", without really specifying to the little bird what kind if vehicle they're looking for.
Fletchling flies until stopping in an errant branch poking out of the cliffside, Doland's hideout is just up ahead. The twerps despite tailing her have somehow beaten Officer Jenny to the hideout. Officer Jenny is the worst.
Serena and Clemont decide that it's best to sit tight, but Ash never one for caution decides to just charge on in, and whatever the fuck happens, happens. Serena stops her brave, yet stupid stupid man by pointing out that, if Doland sees them coming who knows what he'll do to the Pokémon, though considering they're his source of income, probably not much if he's smart.
Serena suggests instead finding out if anyone's inside, and as such sends his ninja Frog Froakie to check on it, and it's all clear. No one here but us Spewpa, and gives the all-clear sign. The twerps then head on, but Spewpa notices something amiss, and suddenly the twerps are caught up in a net, except Ash. Who could do something like this? Why, it's none-other than Team Ro-- oh, it's Doland.
Turns out this Wario-looking, Robotnik-sounding motherfucker somehow discovered that the Spewpa that said "Chespin", and not "Spewpa" was in fact a Chespin, and not a Spewpa. How does he do it? Oh, apparently it's hood just fell off.
Doland however will get even by selling Chespin as well, he then sends in his big motherfucking Mark Henry-armed rabbit to fight. "Diggersby, the Digging Pokémon, and the evolved form of Bunnelby, Diggersby can easily lift a boulder weighing over a ton with it's powerful ears."
Froakie then steps up to fight the World's Strongest Pokémon, Clemont helpfully explains that since Diggersby is Ground-type, and Froakie is Water-type, Froakie has the advantage. Doland opens with a Mud Shot, and Froakie dodges, and then uses Bubble. Diggersby blocks with it's Arm-ears because that's what he do, but he looks a bit out of sorts, Doland then angrily calls for a dig, as he slaps his arms together and turns his body into a drill a la Excadril. "It can come out from anywhere" Ash helpfully screams, telling Froakie to stay focused, then diggersby comes out from where every Pokémon who uses dig comes from, directly under their opponent. Doland then orders a Double Slap, and Diggersby manages one steroid-sized arm slap, before Froakie recovers on the ground in front of Ash.
Ash assure Froakie he's doing great as Doland sends in Diggersby with a Hammer Arm, Ash has Froakie use Water Pulse to counter, but Diggersby dodges, and punches it right in the face, and Froakie crashes to the ground. Ash checks on it, and tells it to be strong. Doland orders Diggersby to finish the job with another Hammer Arm, ash tells Spewpa that they'll keep it safe no matter what, and at that moment Spewpa charges and knocks Diggersby and Tackles it on it's ass.
Doland is angered at what "his merchandise", and has Diggersby use Hammer Arm on it, but Spewpa blocks with Protect. And then Spewpa wraps it up with String Shot. Doland ask Diggersby what it think's it's doing, and it breaks out of the string. Before Doland can finish it, Spewpa begins running around and evolves again, into Vivillon. Bonnie helpfully notes that this Vivillon has a different pattern than Voila's did.
Doland is in awe of his "money-maker", then has Diggersby use Mud Shot... on ASH to get rid of him. Vivillon blocks it with Safeguard, then paralyzes Diggerby with Stun Spore.
With Diggersby out, Doland declares he'll just catch it himself, but now with all the hard work out of the way Officer Jenny finally reappears and ropes Doland's arm. She tells Doland to stop or she'll have her Manectric hit him with an Electro Ball. Doland isn't one to give up so easily, though, and marches toward Jenny, like he's ready to fist fight her, but Vivillon calms his down by using it's scales. Vivillon's scales apparently can calm an opponent's fighting spirit.
The twerps rescue the other Spewpa and they huddle around Viviillon, then they glow and start to transform like BAM! Everyone says "Woah", and the Vivillon in all different patterns fly away, as Ash jokingly tells them to not get caught again, and now that they've stopped Doland, despite what the narrator says without much help from Officer Jenny, they can now continue on to Cyllage City as the journey is...
